FHLBank Atlanta Homeownership Grants (First-time Homebuyer and Community Partners Products)

Up to $17,500 for first-time buyers, up to $20,000 for the Community Partners Product

FHLBank Atlanta gives money to its member banks and credit unions, and they pass it to qualified buyers at closing for the down payment, closing costs, or to reduce the loan balance. You do not apply to FHLBank Atlanta. You apply through a participating member lender that is making your mortgage. The grant carries a five-year retention agreement.

How the grant works

Money you do not pay back, as long as you meet the program's stay-in-the-home terms.

  • Interest: 0%
  • Monthly payment: None
  • Forgiveness: Grant with a five-year retention period. Stay in the home as your primary residence for five years and nothing is owed.
  • When you would repay: Sell or stop occupying the home within the five-year retention period and a prorated share of the grant can be recaptured from your net proceeds, per the member bank's documents.

Who qualifies

  • First-time buyers, with exceptions. The First-time Homebuyer Product is for first-time buyers. The Community Partners Product is open to first-time and repeat buyers who work in an eligible field or served in the military.
  • Income. Household income at or below 80% of the county area median income or the state median family income for the area, whichever is higher, adjusted for household size using HUD's annual figures (checked 2026-09-23).
  • Extra help for: teachers and educators, first responders, healthcare workers, active military, veterans.
  • Property types: Single-family, Townhouse, Condo, Co-op, 2 to 4 units if owner-occupied, Manufactured home, New construction near completion. Must be your primary residence.
  • Community Partners Product: current or retired law enforcement officers, educators, health care workers, firefighters and other first responders, and veterans, active-duty service members, or their surviving spouses.
  • You must finance the purchase through an FHLBank Atlanta member financial institution that participates in the program. Maryland, DC, and Virginia are in the FHLBank Atlanta district, and many local banks and credit unions are members.
  • You must contribute at least $1,000 of your own money.
  • You must live in the home as your primary residence.
  • Funds are first come, first served each year and are often fully reserved within months of opening.

How to apply

  1. 1Ask any lender you are considering whether it is an FHLBank Atlanta member that offers the First-time Homebuyer or Community Partners Product this year. Use the Find a Member tool on FHLBank Atlanta's site if you need names. Sean does not steer buyers to any lender.
  2. 2Confirm funds are still available for the year. The member lender can see the current status. If the year's money is gone, ask when the next round opens.
  3. 3Complete the homebuyer counseling the member lender requires and bring your $1,000 minimum contribution.
  4. 4Get your purchase contract. The member lender reserves the grant with FHLBank Atlanta before closing, so build time into the contract.
  5. 5At closing the grant is applied to your down payment, closing costs, or loan balance, and you sign the five-year retention agreement.

Watch out for

  • Timing is everything. FHLBank Atlanta opens homeownership set-aside funds early in the year and they run out. Buyers who wait until fall often find nothing left until the next cycle.
  • You cannot get this grant unless your mortgage comes from a participating member lender. Choosing the lender comes before choosing the grant.
  • The five-year retention agreement is recorded. Sell early and a prorated share can be recaptured from your proceeds.
  • Published maximums have changed year to year. The site listed $17,500 for first-time buyers and $20,000 for Community Partners when we checked. Confirm the current year's cap with the lender.
  • The older Community Heroes name has been replaced. Today the profession-based product is called Community Partners.

This is the biggest grant most buyers have never heard of, and it comes down to asking the right bank in the right month. Teachers, nurses, first responders, and veterans should ask about Community Partners specifically.

Straight answers

Can I apply directly to FHLBank Atlanta?

No. The money moves only through member banks and credit unions that make your mortgage. Ask your lender whether it participates, or search FHLBank Atlanta's member list.

Do I have to pay it back?

Not if you keep the home as your primary residence for five years. Sell or move out earlier and the member lender's retention agreement allows a prorated recapture from your net sale proceeds.

I have owned before. Can I still qualify?

Yes, through the Community Partners Product if you are a current or retired law enforcement officer, educator, health care worker, firefighter or other first responder, or a veteran, active-duty service member, or surviving spouse. The First-time Homebuyer Product is for first-time buyers only.

Can I stack this with Maryland, DC, or Virginia programs?

Frequently, yes. Layering depends on the first mortgage and the other program's rules. Your lender and the other program's administrator confirm the stack.
