Who qualifies
- First-time buyers only. No ownership interest in residential property within the last 3 years.
- Income. Gross household income up to 100% of the Baltimore area median, adjusted for household size: $93,500 for 1 person, $106,813 for 2, $120,188 for 3, $133,500 for 4, $144,188 for 5 (effective 2026-06-01, adjusted yearly).
- Price. ACDS sets the price. The maximum initial sales price is $397,000 (effective 2026-07-01) and never above the development's market-rate prices.
- At least one adult in the household must live in Anne Arundel County or have worked in the county for at least 6 months before applying.
- ACDS's MPDU Homebuyer Orientation is mandatory before you apply.
- You need a lender pre-approval before joining the for-sale waitlist. Any lender may be used; ACDS will post a list of associate lenders familiar with first-time buyers.
- Qualifying for an MPDU in another jurisdiction, including the City of Annapolis, does not qualify you here.

How to apply
- 1Register for and attend the mandatory ACDS MPDU Homebuyer Orientation.
- 2Complete the ACDS initial eligibility form and create your online account when the application portal opens. ACDS screens income, first-time status, and the residency or work requirement.
- 3Get a mortgage pre-approval letter and submit it to join the ACDS MPDU For-Sale Waitlist.
- 4When a unit becomes available, ACDS runs a lottery among eligible waitlist households. Winners buy directly from the builder at the ACDS-set price with their own lender.
Watch out for
- No homes exist yet. The law took effect 2025-07-01 and applies only to developments approved after that date, so ACDS expects the first units around July 2027. As of 2026-09-22 the application portal was listed as coming soon.
- The 20-year control period follows the home. Before listing, you must offer ACDS and the county Housing Commission a first option to buy, then an income-eligible household. The resale price is the prior price adjusted for inflation, improvements, and a commission.
- You must live in the home. Renting it out is not allowed.
- This is not a subsidy. There is no cash assistance attached, though you may pair it with ACDS's Mortgage Assistance Program if you qualify.
Too early to buy, not too early to plan. If you want a new-construction home in Anne Arundel County under $400,000, take the orientation and get on the list before 2027.

When will Anne Arundel MPDU homes be available?
ACDS expects the first for-sale units around July 2027, about two years after the law took effect. Watch the ACDS MPDU page for the portal opening and waitlist dates.
Do I have to live in Anne Arundel County already?
At least one adult in the household must be a county resident or have worked in the county for at least 6 months before applying.
Can I sell my MPDU later?
Yes, at any time, but for 20 years from the first sale the price is controlled and ACDS, the Housing Commission, and income-eligible buyers get the first chances to purchase.
