How the grant works
Money you do not pay back, as long as you meet the program's stay-in-the-home terms.
- Monthly payment: None
Who qualifies
- Repeat buyers welcome.
- Income. Part of the award is tied to income limits and part to the property's census tract. Fulton does not publish the dollar income limits; the lender checks them (checked 2026-11-05).
- Property types: Primary residence financed with an eligible Fulton mortgage. Must be your primary residence.
- You must get your mortgage from Fulton Mortgage Company, with a loan-to-value of 95% or higher (5% or less down).
- Every borrower who will live in the home must attend a housing counseling class.
- Fulton also offers CCAP Secured: up to $5,000 at no interest and no monthly payment, based on the property location and your income. It is a lien with repayment terms and needs a Fulton Bank account relationship.
How to apply
- 1Take a housing counseling class. Every borrower who will live in the home has to attend.
- 2Apply for your mortgage with Fulton Mortgage Company and ask whether you qualify for CCAP or CCAP Secured.
- 3The lender checks your income and the property's census tract and applies the assistance at closing.
Watch out for
- Lender-specific. The assistance only comes with a Fulton mortgage.
- The $2,500 is split between an income-based piece and a census tract piece, so many buyers qualify for part of it, not all. Fulton's flyer and web page describe the split differently, so ask the lender which applies to you.
- CCAP Secured is a lien, not a grant. Ask when it has to be repaid before you count on it.
- Fulton pairs this with its low down payment loans: Homebuyer Advantage Plus (97% financing, no PMI, up to 6% seller help) and the Community Combo (an 80% first and up to 20% second, no PMI). Both have income limits and need homeownership counseling.
Straight answers
Can I use Fulton's assistance with state or city programs?
Fulton says both CCAP Secured and its Homebuyer Advantage Plus loan can be used with other down payment and closing cost programs. Your lender confirms which combinations work on your loan.
Do I have to be a first-time buyer?
Fulton does not list a first-time buyer rule for CCAP or the Community Combo. Homebuyer Advantage Plus requires that you not own any other property.
