Builders in Rockville must sell a share of new homes at reduced prices to eligible buyers. You bring your own mortgage. The home carries a 30-year control period: you live in it, you cannot rent it, and a resale goes through the city at a controlled price.

Who qualifies

  • First-time buyers only. The city requires first-time homebuyer status and the ability to qualify for a mortgage of at least $150,000.
  • Income. Rockville publishes three tiers (50%, 60%, and 80% of AMI) and homes are priced to a tier. The table shows the 80% tier, the highest income allowed: $91,784 for 1 person, $104,896 for 2, $118,008 for 3, $131,120 for 4, $141,610 for 5 or more. Lower tiers: 1 person $57,400 at 50% and $68,838 at 60%. Limits apply when you sign a sales contract (posted 2026-09-22, no effective date shown).
  • The home must be inside Rockville city limits. The program is a city program, separate from Montgomery County's MPDU program.
  • All household members over 18 must document their income.
  • Priority when homes are offered goes to households that live or work in Rockville, have a member over 55, or have more people.

How to apply

  1. 1Complete Montgomery County's 6-hour first-time homebuyer class through Housing Initiative Partnership or any HUD-approved agency and keep the certificate.
  2. 2Get a mortgage pre-approval letter. Ask your lender to use the city's sample letter format.
  3. 3Submit the city's online MPDU homeownership application. A Certificate of Eligibility is issued in 3 to 4 weeks and must be renewed every 2 years.
  4. 4Wait for the city to contact you when a home is offered. Homes go to the waiting list first come, first served, with the priority rules above.

Watch out for

  • This is a 30-year control period. You must live in the home and cannot rent it out. A sale during the period goes through the city's resale process at a controlled price.
  • On resale, Rockville Housing Enterprises gets a 45-day option to buy, then the waiting list gets 60 days. Keep receipts for improvements, they factor into the resale price.
  • Inventory depends on what builders deliver. As of 2026-09-22 the city listed townhomes at Tower Preserve ($195,000 to $340,000) and Village at Upper Rock coming soon ($237,500 to $380,200).
  • The city provides no financing. Your pre-approval must cover the controlled price.

Rockville MPDUs are priced far under market for the neighborhood. Get on the list before you need a home, since the certificate takes weeks and inventory comes in waves.

Is this the same as Montgomery County's MPDU program?

No. Rockville runs its own MPDU program for homes inside city limits with its own application, income tiers, and waiting list. Homes elsewhere in the county fall under the county program.

Can I sell my Rockville MPDU?

Yes, but during the 30-year control period you submit a resale request to the city, the price is set by the city, and Rockville Housing Enterprises and then the waiting list get the first chances to buy.

Which income tier applies to me?

Each home is priced to a tier (50%, 60%, or 80% of AMI). Your household income must fit the tier for the home you are offered at the time you sign the contract.
